Elyse ALLAN, CEO, GE Canada
Ms. Allan was appointed to her post in October 2004, with a mission to grow GE’s businesses in Canada, and to advance the company’s leadership in technology, media, and financial services. The appointment marked Elyse’s return to GE, where she began her career in 1984. Prior to her current position, Ms. Allan was President and CEO of the Toronto Board of Trade and, before that, a senior executive at Ontario Hydro. Aside from her work at GE, she contributes to these goals as a Director of the Canadian Council of Chief Executives, the C.D. Howe Institute, the Public Policy Forum, and the Ontario Investment & Trade Advisory Council. She has served on the Greater Toronto Marketing Alliance, and the National Roundtable on the Environment and the Economy.

Colin Andersen was appointed Chief Executive Officer of the Ontario Power Authority (OPA) in September 2008. Prior to joining the OPA, Mr. Andersen held a variety of senior financial and policy positions in the Ontario Public Service. Most recently, he was Deputy Minister, Ontario Ministry of Finance; Secretary of Treasury Board; Deputy Minister, Ontario Ministry of Revenue; Chair of the Ontario Financing Authority and Chair of the Ontario Electricity Financial Corporation. He has also served as Deputy Minister of Policy, Cabinet Office and Acting Deputy Minister in the Ministry of Health and Long Term Care.

Mr. Beck is Founder, Chairman and Chief Executive Officer of Aecon Group Inc., Canada’s largest publicly-traded construction and infrastructure development company. Aecon is a leader in providing services to private and public sector clients throughout Canada and internationally. He is the government-appointed Chairman of the Board of the Ontario Power Authority, a government agency with responsibility for planning and procuring all of the province’s power needs for the next 20 years. He also chairs the Board of Directors of Canadian Highways Infrastructure Corp., and serves as a Director of the Canadian Council for Public Private Partnerships.

Fredric S. Berger, became Chairman of The Louis Berger Group, Inc.(LBG) in 2007. Previously he was a Senior Vice President actively involved with corporate affairs and projects in, and traveling regularly to, Afghanistan, Japan, the United Arab Emirates and Qatar. He served as LBS’s first Corporate Ethics Officer and continues to oversee its Quality Assurance Program. Since then Fred’s involvement with development work, primarily in the transport sector, has spanned all four LDC continents and includes technical contributions to or active supervision of projects in some 70 countries. In addition, Fred currently serves a series of organizations.

Compton BOURNE, President, Caribbean Development Bank
Dr. Bourne's experience as academic researcher and advisor/consultant spans the fields of development banking, macroeconomic policy, human resource development, and higher education policy and management. He worked as an international consultant to governments, multilateral banks and organizations like the World Bank, the Inter-American Development Bank, the Commonwealth Secretariat, the Caribbean Community Secretariat as well as the Caribbean Regional Negotiation Machinery. As the President of the Caribbean Development Bank President, Dr. Bourne allowed the Bank to meet the challenges of helping to transform Caribbean economies to eradicate poverty within the framework of sustainable development. Dr. Bourne has also been Pro-Vice Chancellor and later Principal of the St. Augustine Campus of the University of the West Indies.

Alain JUPPÉ, Mayor, City of Bordeaux and former Prime Minister of France
Alain Juppé was RPR city counselor for Paris’18th district (1983-1995), and second deputy to the Mayor of Paris, in charge of finance (1983-1989). He was elected deputy for Paris, and then Gironde from 1986 to 2004. From 1986 to 1988, he is deputy minister in charge of the budget. In 1993, he becomes foreign affairs minister of France (1993-1995). Architect of Jacques Chirac’s victory in 1995, Alain Juppé becomes Prime Minister of France, a position he will hold until 1997. Mr. Juppé is currently the Mayor of Bordeaux, a position to which he was first elected in 1995.
